The film-costume designer.
A costume designer, just like the brush directed by a painter on canvas, in the medium of films the director guides the brush, adds colors, texture, pigments, to the canvas of the director's film, thus becoming the means of expression and visual communication of the ideas of the director.
Having said that, a costume designer is also nearly a painter, in the humble sense that the costume designers also create the characters visual representation on screen and further balances the scenes with the correct texture and color never ever losing sight of their characteristics, their cultural or ethnic background, and so many other factors, and the narrative; which is also what a painter does.
So, without sounding pompous about our contribution to the visual expression and not taking away even an iota of credit from the director or the painter, the lines do often blur between the brush and the painter when a good costume director is the brush on a canvas.
